A bombshell new investigation by government watchdog White Coat Waste (WCW) has uncovered shocking evidence that Biden-era U.S. Navy grants are still funding inhumane and dangerous primate experiments in Peru, using American tax dollars to quietly bankroll the abuse.
WCW’s investigation reveals that the Navy has active contracts to purchase dozens of monkeys from Peru’s National University of San Marcos and experiment on them at the Naval Medical Research Unit South (NAMRU South), a U.S. military laboratory operating overseas with little transparency and oversight.

Disturbing Footage: Monkeys Tattooed, Crated, and Sent to Navy Lab
Exclusive video uncovered by WCW shows monkeys being forcibly tattooed, confined in crates, and prepared for shipment to the NAMRU South laboratory. According to WCW, the species being exploited, Nancy Ma’s night monkeys, is officially listed as vulnerable due to population declines driven by trafficking and laboratory exploitation.
Once inside the Pentagon-run lab, these primates are reportedly infected with malaria, diarrhea, E. coli, and other dangerous pathogens in cruel experiments.
NAMRU South is classified as a Biosafety Level 3 laboratory, meaning the facility works with diseases lethal to humans. WCW has described it as a “high-risk bioagent lab.”
The Navy itself admits the lab’s research portfolio includes “malaria, dengue fever, diarrheal diseases, sexually transmitted infections, and antimicrobial resistance monitoring.”
Taxpayer-Funded Animal Abuse — Biden Navy Contracts Active Into 2028
WCW’s investigation reveals that:
- Active Biden-era funding for NAMRU South’s primate experiments began in 2023 and 2024.
- The Navy spent $200,000 to buy more monkeys in August 2025
- One Navy contract to buy additional monkeys remains active until March 2028.
These revelations come despite recent Trump administration victories against animal testing, largely driven by WCW’s investigations and subsequent pressure from lawmakers and the public.
Previous WCW and Loomer Exposés Forced Pentagon to End Dog & Cat Testing
Earlier this year, after WCW and Laura Loomer exposed horrific dog and cat testing at Department of War labs, Navy Secretary John Phelan and Secretary of War Pete Hegseth immediately intervened. The Navy became the first federal agency to completely ban dog and cat testing. Sec. Hegseth also committed to canceling $57 million in contracts for cruel dog and cat experiments.
Additionally, Secretary Robert F. Kennedy, Jr. has now fulfilled his promise to WCW and Laura Loomer by initiating the shutdown of the CDC’s primate labs.

Yet despite these victories, the Pentagon continues to quietly operate NAMRU South’s primate lab with taxpayer funds.
